The department provides housing services for residents of El Monte. Services include home improvement zero interest deferred loans to low and moderate-income El Monte property owners to finance the repair and rehabilitation of their local properties. The department also provides financial assistance to eligible first-time homebuyers through its first-time homebuyer program. Services are restricted to City of El Monte residents.

The Housing Rights Center serves El Monte residents with housing discrimination and landlord/tenant issues. APPLICATION PROCEDURE Call the city’s Housing Division or email housing@elmonteca.gov to apply. Call the Housing Rights Center for housing issues. FEES/PAYMENT SOURCE There are no fees for service.
